RULE/ English Language Institute
(ELI) Cooperation
The Royal University of Law and Economics and
the English Language Institute (ELI) began cooperating in
September of 2000 when the first team of ELI teachers arrived
on campus to begin teaching in the newly established English
Language Program. ELI is an American based (San Dimas,
California) organization that is committed to placing
well-qualified and experienced teachers on campuses throughout
Asia. ELI has been sending English teachers to Asia for over
20 years. It has been shown that one of the most effective
ways for learning a language is from a native speaker. The
English Language Program emphasizes the teaching of
communicative English to both law and economic students
(reading, writing, listening and speaking skills) and
currently includes the two components, described
below.
Advanced English Certificate
Class
The Advanced English Certificate class was
created by the Royal University of Law and Economics and the
English Language Institute (ELI) for students that desire to
pursue undergraduate or graduate study in English locally or
that desire to study abroad. Recognizing that a high level of
communicative English will be essential for successful study,
the Advanced English Certificate class was created as a means
for advanced students of English to improve their skills and
to qualify for opportunities to pursue English based degree
programs in Cambodia as well as overseas.

Students who successfully complete the course
are awarded a certificate in Advanced English from the Royal
University of Law and Economics. Today's employers are looking
for bright young men and women who have proven that they are
qualified in English. This certificate will show prospective
employers that the candidate has achieved an advanced level of
English proficiency.
Included
in the course is instruction in Business English, Business
Vocabulary, Business Communication, TOEFL preparation, and
leadership development.
1st year Law and
Economic English Teaching Program
For the 2000-2003 academic years, ELI has taught the majority
of first year law and economics students communicative
English. Presently, students are receiving 3 hours of English
instruction per week from ELI teachers during the academic
year. The instruction includes a minimum of one hour per week
in the Royal University of Law and Economics' modern Listening
Lab facility. The ELI teachers are currently utilizing the New
Interchange, English for International Communication
curriculum, which is published by Cambridge University Press.
The English Language Program also includes Khmer teachers
which teach students from year 1 to 4, teaching among other
specialties, communicative English, legal English terminology,
economic English terminology and business
English.
French Language
Program

The Royal University of Law and
Economics and the French Cooperation, a consortium of French
government, non-government and academic institutions, together
provide law and economic students, as a part of their
respective BA programs, the opportunity to study the French
language. French language courses are offered to year 1 to
year 4 students. Students study a minimum of 3 hours per
week and can add elective French language courses as well
during all four years of study. The elective courses provide
French language students the opportunity to learn practical
things like CV writing and pre-Master's program
preparation.
Japanese Language
Program
The Royal University of Law and Economics, in cooperation with
the Japan International Cooperation Agent (JICA), offers
students in years 1 to 3 the opportunity to study the
Japanese language. The program began in October 2002,
providing Japanese language instruction for the first time to
Royal University of Law and Economic students. Students
studying the Japanese language are currently receiving 4.5
hours of instruction per week.
